York County Youth Development Center

Educational services at the York County Youth Development Center (YCYDC) are provided by Lincoln Intermediate Unit 12. Additionally, a Title I program provides language arts and math remedial skill development to eligible students to compliment the instruction provided by the classroom teacher.

The Center is located at 3564 Heindel Road, York, 17402. It is owned and operated by the County of York and consists of a 24-bed emergency shelter.  YCYDC serves both males and females between the ages of 10 and 21, who are referred by Juvenile Probation or the Office of Children, Youth, & Families.  The center provides emergency custody and immediate care of youth whose circumstances require they be held in a short-term, closely-supervised, least-restricted setting. Youth remanded to the shelter are children who have been adjudicated or deemed dependent by Commonwealth Courts.



YCYDC serves both males and females between the ages of 10 and 21, who are referred by either Juvenile Probation or the Office of Children, Youth, & Families.

Although lengths of stay vary on an individual basis, generally they are not to exceed 30 days, and provisions must be made by contracting agencies to ensure that youth are not detained unnecessarily or for inordinate amounts of time.

All youth admitted to YCYDC must be medically healthy and may not be under the influence of drugs or alcohol. Should a youth arrive at YCYDC for intake that presents with a medical emergency or appears to be under the influence, as assessed by a YCYDC staff member, he or she must be cleared by the proper authorities of all infirmities or influences prior to admission.
