Franklin County Jail

The Franklin County Jail Behavioral Intervention Program was created to meet the educational needs of eligible detainees under Act 30 of 1997 of the Pennsylvania Legislature. All detainees under the age of 21 without a high school diploma are eligible. Persons under the age of 17 are subject to the compulsory education laws of the Commonwealth of Pennsylvania.

The facility is located at 1804 Opportunity Avenue, Chambersburg, in Franklin County, Pennsylvania, 17201. Upon entry to the facility, all students are offered the opportunity to attend classes to earn credits toward a diploma from their home school district. For students with an identified exceptionality, individualized instruction and related services, based on the student’s Individualized Education Plan, is implemented. Instruction is provided by Lincoln Intermediate Unit 12 educators, with cooperation and support from the student’s home school district. Students are afforded the opportunity to continue their education and earn their high school diploma while incarcerated.
