Local Task Force On the Right to Education

The Right to Education Consent Agreement of 1972 provided for the establishment of a Local Task Force in each of the 29 Intermediate Units “to ensure that the intent and spirit of the Agreement is carried out throughout the Commonwealth.”

The role of the Local Task Force is to support parents, advocate for student rights, and share knowledge of Special Education laws and regulations. Meeting topics may include Local and State Task Force overview, Trauma/Mental Health, Disabilities overview, Parent/Group driven topics, etc.

Membership

Membership of the Local Task Force is made up of Parents of children with disabilities, School Officials, and Representatives serving school age children with disabilities. The Task Force must have a 51% majority parent/consumer representation. We continually look for Parents/Consumers interested in serving as a Task Force Representative.

Meetings are open to the public and will be held virtually. Meetings for the 2026-2027 school year are listed below. All meetings will be held from 1:00-2:00pm.

What is the Local Task Force on the Right to Education?

Each Local Task Force is composed of the appropriate intermediate unit executive director or designee, a representative of the LEA, the appropriate county MH/ID designee, a representative from a local chapter of The Arc, a consumer representative (school-aged person and/or parent/guardian of a school-aged person with a disability), and any other private citizen or agency necessary to accomplish the purpose of the group. In addition, the 29 Local Task Forces work with their LEAs in identifying systemic or potentially systemic issues occurring within the LEAs.
