Absences & Leave
How do I report my absence?
Log into Frontline Absence Management at Frontline Absence Management. The Absence Management system is available 24/7. When creating an absence, a confirmation number will be provided. The absence request is not complete until the confirmation number is provided.
2. What if I forget my log in ID or PIN?
Your log in ID is your phone number. If you forget your PIN or experience difficulty accessing your Absence Management account, contact the Absence Scheduling team at 1.800.991.5157 or email keschedule@kellyservices.com and a representative will assist you.
3. What if I want to change my phone number or PIN?
You can change both items when you log into Absence Management. Please keep in mind if you change your phone number, this will change your log in ID.

Paraprofessional Learning Requirements
Paraprofessionals play a key role in the support of LIU classrooms. In order to ensure our paraprofessionals are equipped with the needed skills to support the classrooms, paraprofessionals participate in annual learning requirements as well as optional learning opportunities.
Paraprofessional Requirements:
Special Education Paraprofessionals must reach a qualified status as required by Pennsylvania regulations. Therefore, all Teacher Assistants, Personal Care Assistants, Interveners, and Job Coaches employed by Lincoln Intermediate Unit 12 are required to meet one of the following qualifications:
Those who do not meet at least one (1) of the qualifications listed above at their time of hire, will have one (1) year from their date of hire to meet this requirement.
Paraprofessional/Educational Interpreter Training Hours Requirement:
All hours must be completed between July 1st and June 30th. Additional hours beyond the 20 may not be carried over to the following school year.
The SE 717 Paraprofessional Training Log is to be used to log all hours then submitted, along with the supporting documentation to the employee's supervisor for review by June 30th of each school year.
If employees are unsure whether a training will qualify, they should contact their program supervisor prior to completing the training.
Employees hired January 1st or after will be required to complete hours based on the following schedule:
- Complete at least two (2) years of post-secondary study (48 credits) OR
- Possess an Associates Degree or higher OR
- Meet a rigorous standard of quality as demonstrated through a state or local assessment. The LIU recognizes two (2) local assessments to assist paraprofessionals in attaining the PDE requirements:
- The Special Education Credential of Competency (free of charge) OR
- The CAPE test (must receive a passing score of 80% or higher)
- Paraprofessionals (TA, PCA, Intervener, Job Coach) are required to provide evidence of 20 hours of staff development activities related to their assignment each school year.
- Educational Interpreters are required to provide evidence of 20 hours of staff development activities relating to interpreting or transliterating services each school year.
- January - 10 hours
- February - 8 hours
- March - 6 hours
- April - 4 hours
- May - 2 hours

Lincoln Intermediate Unit Retirement Steps and PSERS Information
What steps do I need to take in order to retire from the Lincoln Intermediate Unit?

- Optionally, you may call the PSERS Regional Office toll free at 1.888.773.7748, or local at 717.720.6335.
- Please complete the LIU12 required Retirement Notification Form below, and return a copy to your supervisor and to HR.
Vacation/Personal Days
Any vacation or personal days remaining at the time of retirement will be paid out in your final paycheck. Questions regarding vacation and/or personal day pay out should be directed to the Payroll Department by calling 717.624.6424.
Sick Days
Please refer to your respective collective bargaining agreement which outlines sick day reimbursement procedures. Eligible sick day reimbursement will be contributed to a 403(b) tax-sheltered annuity account. Questions regarding sick day reimbursement should be directed to LIU Business Services by calling 717.624.6439.
LIUEA Sick Days
- Must be eligible to receive a retirement annuity from PSERS.
- Must have served 5 years with the LIU immediately preceding retirement.
- Eligible for reimbursement of unused sick days at the rate of $60 per day up to a max of 79 days.
ESPA Sick Days
- Must be eligible to receive a retirement annuity from PSERS.
- Must be eligible for sick leave in a position held at the time of retirement.
- Must have served 10 years with the LIU immediately preceding retirement.
- Eligible for reimbursement of unused sick days at the rate of 70% of his/her daily rate
(but not more than $60 per day) to a total maximum of $5,000.
If I do not have a 403(b) account, how do I establish one?
Click on the 403(b) Universal Availability Notice below which contains a list of authorized agents to set up a 403(b) account. Life Insurance – does it continue after I retire?
Life insurance under the Lincoln Intermediate Unit group plan terminates on your last day of employment. You will receive a Sun Life Conversion Application from HR. Contact Ms. Valerie Bell of the Gladfelter Agency (717.848.4931) if you want to convert your group life policy to an individual policy.
Disability Income Protection – does it continue after I retire?
Disability Income Protection under the Lincoln Intermediate Unit group plan terminates as of your last day of employment.
How does retiree health insurance work and what does it cost?
Please refer to your respective employment agreement regarding eligibility to enroll in Retiree Health Coverage. Contact the Work Comp & Benefits HR Generalist at 717.624.6441 for questions regarding *eligibility and cost.
- Your LIU health insurance ends the last day of the month you retire. 188-day or 200-day employees who complete the school year in full will be covered by insurance through the last day of August. This DOES NOT include employees on the stretch schedule.
- You can purchase medical insurance through PSERS HOP (Health Options Program). Visit the HOP web page: PSERS Health Options Program or call the PSERS Health Administration Unit at 1.800.773.7725. Download the HOP application here: HOP Application Form.

Am I eligible for PSERS Premium Assistance (medical insurance discount)? Call 1.866.483.5509, or visit the PSERS website: Premium Assistance.
You may be eligible for Premium Assistance if you are a retiree who meets one of the following requirements below. If eligible, PSERS will pay up to $100 per month toward your monthly insurance premium.
- You must have at least 24.5 years of credited service regardless of age, or
- You will terminate school employment and retire at or after reaching age 62 with at least 15 years of credited service, or
- You are receiving a disability retirement benefit from PSERS.
PLEASE NOTE: Even if you meet the eligibility requirements, you cannot receive Premium Assistance if you do not choose a medical plan offered through HOP or if you do not continue to participate in your former school employer’s plan. The Premium Assistance Election Form will be housed in your PSERS Portal account. Once you have obtained the election form, please send it to the HR Generalist via secure fax 717.624.6520, or email klreynolds@iu12.org so the employer portion can be completed and returned to you for submission to PSERS.
PSERS suggests five steps to help facilitate the retirement process:
- Attend a Foundations for Your Future Program offered by PSERS
- Request an estimate of your benefits (PSRS-151 form)
- Schedule an Exit Counseling Session
- Attend your Exit Counseling Session
- Submit your completed Application for Retirement to PSERS
PSERS Normal Retirement (Superannuation) for Class T-C and Class T-D members:
- 35 years of service – any age
- 30 years of service – age 60
- 1 year of service - age 62
PSERS Normal Retirement (Superannuation) for Class T-E and Class T-F members:
- Age 65 with 3 years of service
- A total combination of age and service that is equal to or greater than 92 with a minimum of 35 years of service

What if my address changes after retiring?
Please notify in writing the LIU Human Resources office as well as PSERS of any change of address.

Workers Compensation
Workers' Compensation is an insurance program designed to provide benefits to employees who are injured on the job or while traveling between work sites. Under the Pennsylvania Workers' Compensation Act, employees of the LIU are entitled to disability and medical benefits for work-related injuries or occupational diseases. In the event of such an injury or illness, employees may receive workers' comp insurance coverage for medical and hospital services.
INSTRUCTIONS TO REPORT YOUR WORK RELATED INJURY:

Report the incident immediately to the Workers' Compensation HR Generalist by phone 717.624.6441 or email klreynolds@iu12.org, or HRDept@iu12.org.

Notify your supervisor or building administrator about the injury.

Visit with an on-site school nurse (if available) for minor injuries or first-aid.

Seek medical treatment (if needed) with an approved Work Comp Panel Provider, and follow the steps below.
INSTRUCTIONS FOR SEEKING MEDICAL TREATMENT:
*Please do not use your own health insurance for your work related injury.

Visit with an approved Work Comp Panel Provider. You do not need a work comp claim number in order to be treated. Tell the provider you are there for a workers' comp injury. If you seek medical treatment on the day the injury occurs, you are not required to use sick leave or any other accrued leave for that day. Absences related to your injury will be managed by HR and any work restrictions will be communicated directly to your supervisor.

Complete and sign Pages 7-10 of the Work Comp Packet, and return the required paperwork to the HR Generalist within 3 business days by email: klreynolds@iu12.org, secure fax: 717-624-6520, or mail: New Oxford Central Office, 65 Billerbeck St., New Oxford, PA 17350.

Be sure to attend all follow-up doctor appointments. Follow-up doctor appointments should be scheduled before or after work hours, or you will be required to use sick or other accrued leave for appointments.
PLEASE NOTE: If immediate emergency care is needed, go to the nearest emergency room for the initial visit. Follow-up visits should then be scheduled with a medical provider on the Work Comp Panel.
Information obtained from you regarding your work related injury will be reported to the workers compensation insurance carrier, Church Mutual. A Church Mutual claims representative will be contacting you to discuss your injury.
An employee who is absent due to injury or illness sustained in the course of employment with the LIU shall be compensated in accordance with state and federal guidelines as follows:
- For the first seven (7) days of an absence, the employee will use accrued leave to cover the absence.
- Commencing with the eighth day of such absence, Church Mutual will then assume financial responsibility, and the injured worker will receive lost wage benefits.

Safety & Security Guidelines
Safety is the product of teamwork. If you notice any unsafe condition, bring it to the attention of your supervisor or building principal immediately. Please do not assume someone has already reported the situation.
Everyone has a responsibility to be alert to the security issues that surround us each and every day. Employees should report any unusual occurrences, suspicious activities/individuals, or thefts to his/her supervisor or building principal. Keep your personal belongings such as purses, wallets, and toiletries in a closed, secure location. Do not use LIU equipment for communications that are so private you would not want someone to listen or read them. When you work before or after your normal hours, make sure you park in a well-lighted area, especially after dark. Be sure to keep doors locked. Check around the building to find out if anyone else is present and visually check the parking lot before exiting the building. Be sure to secure the building when you depart.
Review the school safety plan, keep a copy in your desk, and follow the procedures outlined in the plan.
Keeping communication open is the responsibility of both the employee and supervisor. Taking advantage of the opportunity to resolve problems or misunderstandings before they affect you and your job performance is vital to the success of you and your career, as well as Lincoln Intermediate Unit 12. It is important that you feel positive about your job and yourself, and that you take pride in what you do.
Problems or need for assistance should first be brought to the attention of your immediate supervisor. If the problem is not satisfactorily resolved, the employee should contact the Division Director, and if further assistance is required, meet with the Director of Human Resources who will advise you on other steps you may use to remedy your concern.
